Kelly is a partner at Culp & Kelly, LLP, where she practices in the areas of water,
environmental, and natural resources law. Her work includes a variety of water
law and policy matters in Arizona and in the greater Colorado River Basin, as
well as legislative analysis, water-related investment investigation and
diligence, and conservation strategy.
Kelly previously worked at the Kyl Center for Water Policy at the Morrison Institute where she engaged
in research and analysis surrounding water stewardship in the West, including creating
a water index to gauge city water management, working on the Arizona Town Hall’s report,
and assisting in the development of policy proposals to streamline general stream adjudications.
Kelly has experience working in local, state, and federal government, including work as an extern at the City Attorney's Office of the City of Mesa, Arizona, the Environmental Enforcement Section of the Arizona Attorney
General’s Office, and the Civil Division of the U.S. Attorney’s Office for the District of Arizona. She specialized in Environmental and Sustainability Law in law school and has published law
journal articles on agricultural water pollution and general stream adjudications.
